I've just received a text, which came from "Unknown" stating "Great news! We've just updated some of your network settings, please restart your phone to make sure it's up to date".
Is this a legitimate text from ee, or a scam?

Yes this text message is legitimate.
Also scammers have nothing to gain from you restarting your phone, which is a perfectly safe thing to do.

@bristolian , @Chris_B : Isn't it suspicious all these "Unknown" texts coming at the same time? Or is just a general blanket system update?

If a network config change requires devices to restart to take effect, it's perfectly normal for notification texts such as these, to be sent out in batches.

I have just spoken to EE technical support and the message hasn’t come out from them as had the same text message.

Hello EE,
today at 20:02 BST I received a text saying the following:
“Great news! We've updated some of your network settings, please restart your phone to make sure it's up to date”
normally this would not be unusual if it wasn’t for the fact that it came from an unknown number and was not part of any previous EE chain.
i have reported this to 7726.
I will not be turning my phone off until it can be confirmed this came from yourself.

I got the same message too and was concerned it didn’t come from ee in my normal messages
