network speed drops dramatically

I upgraded my plan 2 months ago, I tested the network speed was about 45M download, 40M upload everyday,  but now the speed drops to about 15M download 14M upload . am wondering what's going on with EE ?

Mobile networks fluctuate. It could be one of a hundred different reason.
