I have managed to get details on a network fault in my area with a 16 hour likely delay, I have had to pay £20 for an alternative provider to get mobile broadband as it’s our only source of wifi, how do I get EE to reimburse me?

Phone CS & try. Mobile networks can't guarantee a useable connection all the time. Even fixed BB does not compensate until the 3rd day after reporting.

Unless EE offered to reimburse you for alternative provision in advance of you doing so, you'll be doing very well to get a full refund as you seek.
