Are New PAYG EU Roaming Charges Operative for Pre-Paid Data SIMs in Mobile BB?

@Leanne_T : In the new  Pay As You Go charges for roaming in the EU help page it states:

You must have an active Subscription Pack to opt in to these charges.

Such data SIMs don't.

Does that mean they can't use their mobile routers in the EU other than by buying a 500MB (per day?) add-on even tho' their data SIM might have GBs of data on it for use over a period of months?

This is advised in the 'legal bit section' on the EE Shop when purchasing the SIM card.

OIC! But roaming is still allowed & included by the T&C's for pre-paid data SIMs. I've just checked! So still a contradiction with your T&C's!
