Unable to upgrade.

I am due an upgrade on 1 of my contracts (I have a few on my account for the kids)

Everytime I try to do it online or the app (I have tried several devices including laptop, tablet and 4 different phones) and I keep getting the error "unable to load upgrade details"  or "unable to log you in"

I have changed password, used mobile data, WiFi and even a VPN. This has been on going since I upgraded another phone in December
