I cannot make outgoing calls as the phone seems permanently engaged

I cannot make calls out as mybphone seems permentnly engaged but can receive incoming calls. Advice, please?

Have you tried rebooting your phone? Never heard that one, if you can receive calls then you should in theory be able to make calls. Have just read it is a digital home phone, where have you plugged your phone, which socket and is it plugged in correctly in the router, which I believe it should be?
