what if I don't want to upgrade my sim only plan?

I've been on an incredibly cheap monthly SIM for many years.  EE want to move me on to an "enhanced" plan  - but it isn't.  I'll still get unlimited everything but for £16+ per month instead of just over £3.  Do I have the right to refuse the change of plan?
