Transfer money from phone bill to pay a debt

How can I transfer money from phone bill to pay a debt to someone like you can with gambling sites x

@Pigeonlover  Those gambling sites have the option to pay via your phone bill, you can’t just pay what ever you choose via your phone bill if the option isn’t there.
