Suddenly can’t upgrade

Had an iPhone 11 for some years and out of contract…. Recently purchased an iPhone 13 direct from Apple as my old iPhone was getting tired… I’m looking at upgrading through EE I’m now told I can’t upgrade 🤷🏻‍♂️ What’s the problem? I see the iPhone 14 is up being released shortly and hoping I don’t have to switch from EE, but I’m thinking about what’s best for my wallet.
