I am trying to adjust my spend cap, which is currently zero. I am abroad at the moment and texting SPEND CAP to 150 is not working and neither is clicking Manage within the App. Not the only problem I have had with EE and getting very frustrated and worried as I want to be able to make calls as my mum is in hospital.

I'm sorry to hear about your mum, It's understandable that you'd need contact with the hospital at all times.
If you have a pay monthly account, did you text ROAMING to 150 before travelling abroad?
