I wanted to cancel a contract for a SIM that was stolen in a MiFi box.
EE wanted £208 to cancel it.
So the "without paying any charges" may be a challenge.

It sounds like you were wanting to cancel whilst still under your minimum contractual term, and those charges were early-termination fees.
Loss or theft of a device doesn't cancel contractual liabilities in these circumstances.

There is always someone in a company who has discretion in these matters.
If you're a long term (5 years+ usually enough) customer in good standing, no complaints, always paid on time, there is a good chance that despite the contract - which CS will keep on insisting there is no alternative - someone somewhere will be able to help.
If their manager can't, then the manager's manager can, if they can't go one level higher.
Eventually you get to the point where someone says why am I having to deal with this, just do it and get it out of my hair - that's in a bad organisation.
Often it is the next level manager in a good company who has the seniority to vary the conditions "as a gesture of goowdill" which doesn't nullify the contract, but resolves the issue.

While the advice above is technically correct, it's suggesting that following a CS escalation procedure is a way to evade contractual obligations which a customer has agreed to.
The risk of loss or theft is something which needs to be factored in to buying decisions. If a customer wanted to upgrade to a new device as a way of dealing with a lost/stolen one, then I suspect CS would be far more willing to reduce fees than if someone is trying to just "walk away" through no fault of EE.
