Nhs discount not applied for two months

When I upgraded I applied a nhs discount code this was accepted and have emails to prove this from ee but for two months they have not been applied I have rang up several times and complained and have been given every excuse they can think of and have even had the phone put down on me and the lies they come up with are pointless so I'm now want to no who to go to above ee has it's pointless talking to them.
