I have an address , pay utility bills , council tax , and have a UK account bur not a bank card ... how is it that I can't have a contract based line ? Any assistance on this ?

@Osamakhalfan : You probably didn't pass the credit check as you have little or no credit history in UK. Give it 3 to 6 months during which you should get a UK credit card & repay on it regularly..
