NHS discount on upgrade?

Hi

I am currently eligible to upgrade for free if I swap my current phone in for the new one. I have the NHS discount code and it works if I'm trying to buy the plan I want separately (in the "got a gift voucher?" section n the basket, but the code doesn't work when I try and use it on my upgrade (instead says "got a promo code?" which doesn't accept the discount).

is this due to the fact I'm trading in my old phone and it counts as an offer or am I just doing something wrong?

Unless the upgrade itself counts as a promotion, there's no discounts or promo applied.
