Moving to 25GB sim only contract but EE asking £18 for same service as £12 deal

So I'm end of contract and wanting to move to the £12 25GB sim-only 24 month contract, but when I look at my "upgrade" options, the only option for the same 25GB service costs £18. This is ridiculous, how can they ask me for £6 more a month for exactly the same service that they are charging everyone else £12 for? This is Daylight robbery.

I know I will have to ring up to discuss my options, but why do they do this, it is underhand and feels somewhat fraudulent. Has anyone else had this?
