Turns out EE make it incredibly difficult to cancel your contract, lie to you on the phone when you think you have and insist on keep billing you. Terrible customer service. I would call it a circus but that would be an insult to clowns

Hello @DisgruntledMan ,
Welcome to the communitg,
If you are on contract with EE and are still within your minimum term, then you would have to pay it off first before ending your contract, not sure why you have not been able to end your contract, as they do otherwise allow you to do so, so please explain.
You can also move to pay as you go, or if you want to move your number to another network, get a PAC code, which you give to your new network and your new network will do the rest.

@DisgruntledMan The only time you can not just terminate the contract is when you have outstanding bills that have to be paid.
You also have to give 30 days notice of termination. Are you past or within the last 30 days of that contract?
