Assuming this is your wife's pay-monthly phone, the short answer is that you can't - the account is in your wife's name, and she is legally responsible for the phone. EE don't operate joint accounts like banks do.
You can be setup as an authorised third party for dealing with CS on 150, providing your wife has requested this of CS first. She needs to provide your name and a password, which is then saved against the account.
