Family and Friend 30% discount

My Nephew who was out of contract switched to a simo contract same acc and mobile number, he had Friends and Family discount which I requested for him since he started with EE back in 2014, informed me that the discount has not been applied, could you please explain why and how does he or me go about getting the 30 discount reinstated on his account.
