What's a "voice note"? Anything you attach to a text, like some sound bite, will turn it into an MMS (aka Picture Msg) & will be chargeable outside your allowances.

Assuming that this is an in-app thing on WhatsApp, Messenger or suchlike, then usage of all internet apps is just classed as data usage.

If you're using WiFi, then it's free to you unless you're being charged for the underlying broadband connection. If you're using mobile data, then it comes from your data allowance
