Switch off voicemail on medical grounds

Good evening,
One of our household is partially deaf (100% in one ear) and therefore we need the phone to keep ringing so she can hear it.
We've used the EE app to set the phone to ring 10 times but this isn't enough.
Who do we speak to in order to get voicemail switched off completely?
