Unlock a device

I moved to O2 on 3 September. I had 2 phones on my account. 1 transferred without any issues, but the other was locked. I requested EE to unlock the device. After 21 days I am still waiting for this phone to be unlocked. Today I was told that there is a backlog of requests . I was told to wait ten days initially, then another 10 days, now I’m told there is a backlog. The phone is for my 15 year old daughter who is unable to contact me walking to and from school if there were to be any problems. The school stopped the bus at the beginning of term , so she walks now. Any help gratefully received
