same issue here
Could not retrieve file listing for “/”.
Server said: I won't open a connection to 2a01:4c8:c64:b450:1110:fd83:5175:5ff4%%301932208 (only to 213.205.192.179)
Error -162: PORT failed

This is with passive on or off. I'm an experienced web developer and server admin and run my own hosting business.
1 - FTP can connect from any ip, doesn't need to be static unless the destination server is ip restricted
2 - I'm connecting using EE 4G so it's not a home router issue
3 - The exact same FTP works using Cyberduck also on 4G
4 - The same issue happens on Plusnet Fibre. (which interestingly is also BT)
This seems more an issue with Transmit than EE or ISP.
If I find a solution I'll post here.

ps this is unrelated to the forever existing issue of throttled SSH on EE 4G (which they deny but clearly exists - speeds on 30MB 4G are slower than 10MB fibre)

Update:
Plusnet works with passive on, so this is indeed an EE issue.
Glad I found out about this now otherwise using 4G away from home at the weekend in an emergency would have caused stress!
