if you have the latest iphones and upgrading to ios26.4 be warned that after installation it now asks you to prove you are over 18. This is fine if you ar over 18 and have a credit card, but many won't have a credit card and thus can't prove who they are so some features are locked from you being able to make changes.
You can't use any other form of id (ie passport, driving licence, even purchasing a phone on credit via apple or other supplier)
Absolutely annoyed about this

Apple have put up a help page around these changes here, and it does mention that a Drivers Licence will also be accepted, or if an Apple ID was created more than 18 years ago this will also count as proof.
Fingers crossed we should see further updates from here too, though.

@Peter_W I managed to resolve after calling Apple as it not very informative on the phone
It will ask for credit card and fail, it will then ask for photo of credit card but you need to select the manually enter card details
then go all the way down and select choose another way
then you can use your driving licence - be warned it needs to be able to see it without any glare or shadows on it, slight glare or shadow will stop it, but it took about 30 minutes to get it to accept mine
