Are you wanting to make international calls from the UK to another country or are you abroad and want to use your phone abroad?
Are you on pay as you go or contract?
If you want to make international calls from the UK, you should be able to do this in settings by logging in either via the app or online, the same for roaming, where you would need call abroad and premium calls. If you are unable to do so yourself, you would need to ring customer service to get this enabled. When in the UK, it is not roaming, that is only when you are in another country, does it count as roaming.
