Roaming in EU

I have upgraded my phone to an iPhone 14. When I check in settings Roaming is off 👍 I am going to Europe shortly and DON'T want any Roaming Charges. However when I look further down in Setting I see 19.5GB Roaming data used. Can you explain for me please how it is that Roaming is OFF but it is being recorded.

Where exactly are you seeing this?

Are you near an area where you may be getting another network rather than EE?

Some have had this.

I would otherwise query this with customer services, but if you do not have inclusive roaming in your plan, then you should not be charged with it, as you have to pay for roaming data, so would not work when roaming.

No! If you do not have inclusive roaming in your plan you will pay £2.59 / day for roaming in EU.

Usually on a device there is only a setting for Data Roaming to be ON or OFF, not just Roaming in general. Is that the setting you are referring to?
