@Mary101 , if you have backed up your phone to ICloud, you should be able to install everything from the back-up, by having both phones close, or just using the back-up once you have signed in with your Apple ID.
You can find all this out how to do it either by going to Apple and using the guide from there or by using the books app on your phone and downloading the guide for the phone.
They do not need to be connected via a cable.
Your phone will usually ask whether you want to use a backup, which you can then say yes.

Just insert the sim from the iPhone 11 to the iPhone 13.
Then use the lightning cable to transfer the data from the phone across to the new one.

Thanks. Is it possible to do it wirelessly? The iPhone 11Pro is backed up to iCloud

There should be. There should have been instructions on how to transfer data across when setting the phone up.
