If someone else bought me an Apple Watch on contract as a present, would they be able to track my location services at all because the watch is on their account?

The only time you can track the whereabouts of an Apple device is through either the Find My app or by going on to iCloud.com. 

 

Both of which (Find My App and iCloud.com) you need the log in details for the Apple ID that would be getting used on your iPhone and Apple Watch.

Same applies for an Apple Watch series 7, so they wouldn’t be able to track my device without my Apple ID or find out my Apple ID?

That is correct. They would not be able to track your device.
