Apple Watch parental control from Japan

Can I manage my son's Apple Watch whose carrier is EE with Apple's parental control, using my iPhone whose carrier is a Japanese carrier?

@gh10559  the watch has to be on an EE account and has to have a contract iPhone on it, this iPhone would need to be yours on EE,

@gh10559  No. As the watch has to be on an account that has an iPhone on it on contract so you won’t even get a cellular tariff for it.  
you could set it up to have parental control but you’ll have no cellular data/calls/text and then there’s point in having a cellular watch.
