It sounds like it's network locked. Is it an EE SIM card that you're putting into the phone?

Hi I'm being asked for the same code. It is a talk mobile sim on an ee fne. Can you help

You can just apply for unlocking by using the Unlocking your device form and giving its IMEI no., which you can obtain be dialling *#06# into its keypad.
