Hello, I recently bought a new phone and sim from EE. I have been receiving weird calls and text messages asking and referring me to someone else. Weather that be chasing bills for that person or just people calling asking and texting asking for them. Im wondering is that normal. I bought a new sim not second hand so I’m confused to why this would be such a issue. I receive calls and texts everyday for that person. At first I thought it was a scam, until I started getting phone calls from normal people asking if I’m him and so on

It could be a scam regardless of the fact that your SIM is new. Scammers adopt a scatter-gun approach by buying text messages in bulk and sending them to random numbers. Similarly, airtime minutes can be bought very cheaply from VoIP providers and scammers use that to wardial numbers in the hopes of finding someone who will bite.
Bear in mind also that phone numbers are a finite resource. Once a line is closed down, it is kept on ice for a certain period of time (I don't know how long exactly but I seem to remember hearing 6 months or a year). After that wait, the number is recycled.
You might want to call customer service on 150 to get confirmation of this and you might also want to change your number, but bear in mind that a change of number is a chargeable operation.
