Lots of calls from a Telford number

Over the past couple of months I have received a lot of calls from a range of Telford phone numbers, that when I answer there is silence and then they hang up.  Yesterday I got to speak to someone and they asked if I wanted to upgrade my EE account and I said no and hung up.  I've had another one today.

I'm assuming a scam, but if it's genuine EE marketing, how do I change my marketing preferences so I don't get phone calls?

There's a list of approved EE third-parties on https://ee.co.uk/help/help-new/offers-and-services/other/phone-calls-from-our-partners - none of which are an 01952 number.

If these calls are from the same number, you can block individual callers.
