Do you mean if you ring a Radio Station, ie, Radio ABC, it doesn't Ring because a Bar is in place?

If so this is not an EE Network Issue, this is a Telecoms Bar put in place by the Radio Station in question, you would need to ring the Radio Station from a different number and explain your intentions or reasons for them to allow you access.
