Sim card issues

I ordered new sim card after my phone got missing, new sim card received inserted sim into my phone, unfortunately this is the message I'm receiving,

(I'm sorry calls to this number are not been connected if you dial correctly I'm afraid it means this number is not available from this network) 

How could be this be possible I don't know what to do now.

Did you report the SIM as lost to EE, and they sent you a new SIM? you may need to ring Customer Services
