Are you n pay as you go or contract/
If on contract, did you text Roaming to 150 before going abroad?
Have you received the welcome message from EE? If not and are on contract then roaming is not enabled on your account.
If on pay as you go, roaming is automatically enabled, but you need credit to use your phone abroad.
If on pay as you go, you would first need to have activated your SIM card in the UK first and make a chargeable call or text before going and using your phone abroad.
If that is not the reason, then doing a manual search for a network should solve the problem, also try turning flight mode off and on to see if that makes a difference.
