Currently none of the plans actively sold by EE.
Roaming is no longer an Inclusive Extra and is instead baked into specific plans as a free-of-charge add-on. However these add-ons currently consist of "Roam in EU" and "Roam Further Pass", neither of which incorporate the full list of Zone 1 countries that were established with the Roaming Refresh.
Roam in EU is relatively self-explanatory and Roam Further Pass is for the USA, Canada, Mexico, Australia and New Zealand.
The only people who can currently select RoW Zone 1 Roaming as an Inclusive Extra for the extended list of countries are those on All Rounder or Full Works plans purchased before 29th August 2024.
EE are believed to be working on this (particularly giving new Full Works customers access to the Zone 1 list of countries), but it has been two months since the Roaming Refresh and nothing more has come out since.

None of the current ones.
The current Full Works plans include EU Roaming & the Roam Abroad Pass covering roaming in US, Canada, Mexico, NZ & Oz (just part of the ROW Zone 1).
The current All Rounder plans include EU Roaming.
