Hello,
I am experiencing a similar situation. I have been on the Full Works plan for several years and have utilized the Go Further Roaming Extra. Recently, I noticed that this feature has been divided into two categories: EU and ROW 1. Today, I received a text message informing me that I have been switched to the Roaming Pass EU Inclusive Extra. Shortly afterward, I received another text stating that the Roam Inclusive Extra has been removed.
I can still use my data and make cellular calls, but I am unable to send a text to 150 as it states that i've tried to do something that will take me over my chose Spend Cap, so you've stopped it..... although I can call 150.
My account indicates that I have the EU Roaming added, although it may take up to 24 hours for this to appear on the app. Will I be charged? I am currently working in France.

Hello @asawola,
Welcome to the EE Community
As long as you have the EU roaming pass selected as your inclusive extra like the text message mentioned you have, then you would not have any additional charge for using your phone whilst in France.
Manage> Mobile Add-ons> View inclusive extras in the EE app is where you should be able to check and confirm it is selected.

@asawola You can check if you have anything that has triggered your spend cap in the EE app by tapping the View full usage link from the Home page or Manage page, it is next to where your data allowance shows.
On that page there is an Extra charges section letting you know if you have any extra charges pending. Texting 150 should be included though, what is it you are trying to text to 150? And you are able to send other texts successfully?
