Receiving calls in EU without paying daily charge

Does anyone know if  you can receive calls while roaming in EU without paying the £2.59 charge on pay monthly, I used to have payg and i know on payg i was able to receive calls, cant seem to find any info on community or site about this

Receiving calls abroad has always been chargeable.

It was covered under the "inclusive roaming in the EU" banner before the daily/weekly/monthly charge regime was brought in, and now it's covered by that.
