As it can be seen from screenshots I have 4 add ons and one of them is EU Roaming Free, but I am forced to pay £15 for Roaming in Poland. How is that possible? If I won’t pay I am unable to use my phone!

EE are in a bit of a no-win situation here. Rewind several years, and the roaming facility was a toggle switch on both the website and mobile-app.. this meant that "I've gone abroad but haven't enabled roaming" scenarios were easily resolved.
That toggle was removed, but in recent months the roaming option (if enabled) is increasingly shown as an add-on - it's usually accompanied by description "enables the roaming experience" or somesuch.
I'll be amazed if network operators will ever eliminate "I've gone abroad without roaming" scenarios, and the wording around enablement vs billing add-ons will probably also continue to confuse some users for many years to come....
