Hello
I am an occasional user of a PAYG physical sim card.
I live in Spain. I used the sim in the UK over xmas and it worked fine.
I arrived in France last week and had a problem with the roaming service from my Spanish supplier.
So I bought a pack from EE on Friday 14th and then bought the 7 day EU roaming add-on via the website and received a confirmation via text. This cost me 20 quid.
It didn't work, at which point I paid Jetpac for a data only sim for France.
I'm now back in Spain and I still can't get data working. I can receive calls and the OTP so the line is certainly active. Roaming is turned on.
Any insights for me?

Are the symptoms consistent across all local networks? Use manual network search to check.

Yes, it seems so.
I'm able to pick up Orange and Movistar in Spain and neither works.
In France i tried also using the manual network search.
Could it be related to the fact that I didn't buy the add-on "upon landing" after receiving a text but rather from the website later?

Do you have the Data Roaming setting switched on in your device for the EE SIM?
buying the add-on later or from the website won't make any difference to its functionality.

The team will be able to look at why your data isn't working as intended.
