Make calls from laptop with EE SIM

I currently have an EE SIM inserted in a Galaxy Go Book that allows me unlimited data. The SIM also allows me limited call minutes and texts.

Is there a way for me make calls and send texts using the SIM whilst inserted in the Go Book?

Making calls would depend on if the laptop has this feature enabled.

If it doesn't have a calling feature, you wouldn't be able to use the minutes on that device.
