I was looking online and it say I can do a add to plan on sim only is this correct or not

Yes, if the SIM only is on contract, not on PAYG. You cannot buy an accessory online unless you already have a mobile phone or SIM contract from EE. You are expected to pay for it along with your existing EE mobile plan.

Yeah you can do add to plan on sim only deal. But I believe you may have to have a sim only deal for so many months before it will let you use add to plan
