Roaming not working in Portugal

Hi, I checked roaming settings before travelling and thought that all was setup. 
I’m now in Portugal and I’m not able to use data or other services. Have checked my account and set a spending cap of £30, checked roaming via 150 and all appears to be setup. But it’s still not working. 
any ideas?

Seems that having the spend cap set was causing a block on roaming!! CS removed this and all works fine. Very odd !

What happens if you manually search for a network, do any show available?
