Offering a mast in a village with no signal

Good morning,

I have been sent this link by someone from ee to offer our land for a server mast to be installed. The village we are in has hardly any signal, if any. Us and a lot of other villagers have to vacate out of the village to make a phone call. Other servers such as vodaphone do not work in the village either.
