We are new to EE transferring to another telco, on a 24-month contract at the end of October. May I ask why we can't receive calls or make calls to 150 to inquire?

Are you saying that you ported out of EE at the end of October 2023? That would mean your EE phones were disconnected on the same date.

yes. I think it is because my plan is only data allowance.
