I’m thinking to use the used iPad Mini instead of Honor Pad X8b so that all uses Apple devices that also uses SIM too

If you could let us know a bit more about what you were looking to do here that would be really helpful, but on the surface I don't see any issues with what you've mentioned here.

If you have a contract on a device but would prefer to use your SIM in a different device, that's absolutely fine provided you keep paying for the original contract.
