I am trying to upgrade,but it says get permission from the account holder when I am the account holder. Please help

You need to be set up as the Bill Payer under Account Settings > Manage Numbers

It says I am. I've had this problem for changes I keep telling them to change but never seems to change. Can't get through via email or phone.
