Unable to transfer ownership

I have 3 lines on my account, one is my step daughter who now wants to take ownership of the line herself. Although when we phoned up last month was advised her contract was above credit limit. She's 19 works full time and has no debt. How is she meant to build a credit score

I'm sorry a credit check would need to be accepted to transfer the account into your step daughters name.

Are all three lines with devices? Can you not downgrade one to SIM only as that might help? 

 

Alternatively if she is able to apply for a SIM only contract and then transfer the number across on expiry of the minimum term.

 

Lastly make sure she is on the electoral roll.
