I was charged for two pictures this month. One was a picture and is fine, the other I do not understand. The only possible item is an underlined mobile number. Would that be classed as a picture? There were no emojis in it.

No. the underlined mobile number is just the way the phone displays them. In the SMS it is just a string of digits within the text.
