Chargeable SMS Advice

I have a £5 spend cap set, recently I entered a TV competition by SMS, there was £2 charge per entry, I made 4 entries during the September billing period, the entry total was £8 plus £0.60 (x4 £0.15 standard cost).
The total billed was £8.60, should my spend cap have prevented me going over the £5 limit?

I called the billing department and was told that competition texts messages are excluded from the spend cap.

Is this true?

Have a look at this How do I set up and manage Spend Cap? help page, it explains what the spend cap restricts and what it doesn't.

Texts to 5 digit short codes aren't restricted.
