Yes it’s an absolute ripoff. My mother was with them and they just used her because she did not know about this.
O2 don’t do this, they just start charging you for a sim only after your contract finishes. Which is the decent thing to do.

O2 structure some of their contracts differently.
You have a hardware element for your device, this can be over a 24 or 36month fixed term, then an airtime element for your usage - which is on a 30day rolling basis.
EE advise you by text message when your minimum term end is approaching, and you're then free to move to SIM-only.
